Letter issued to organiser of Enniskillen Fusiliers Flute Band Parade, Enniskillen, Fri 1st April 2011

PARADE BY ENNISKILLEN FUSILIERS FLUTE BAND, ENNISKILLEN, FRIDAY, 1 APRIL 2011

The Parades Commission has heard representations which you as parade organiser made to it earlier today, together with your colleagues, in relation to the parade by Enniskillen Fusiliers Flute Band notified to take place in Enniskillen on Friday, 1 April. 

Also, at today’s meeting you were given the gist of representations from local political representatives who have put their concerns about the parade to the Commission.  In particular, the Commission notes that the parade, which will consist of approximately thirty bands involving some 1400 people, has notified to proceed past St Michael’s Roman Catholic Church in the centre of the town during Evening Mass.  It has noted also that the Form 11/1 notification has indicated the parade will finish at “11.30 pm approx”.

The Commission has welcomed your assurances in relation to the timing of the parade.  In particular, the Commission notes your willingness to delay the start of the parade until 8.45 pm so that none of the participating bands will pass St Michael’s Church during attendance at the church which is due to finish at 9.00 pm.  It further notes your assurances that none of the bands will play any music in the vicinity of Enniskillen Methodist Church where a Boys Brigade event will be taking place, and that the parade will respect the other churches on the notified route in compliance with the Commission’s Code of Conduct.  The Commission would expect the parade to have finished by 11.00 pm.

Taking account of the representations it has heard and in the light of all the factors set out above, the Commission has decided not to impose conditions on the parade.  The Commission looks to you as the organiser and to those taking part in and supporting the parade to conduct themselves with dignity and discipline, making good on the assurances you have provided, and in full compliance with the Commission’s Code of Conduct.

The Commission shall monitor the parade and shall in any future consideration of the parade take account of the conduct of those taking part in and supporting it.  It further looks to you as a responsible organiser to ensure that all marshalls and participants obey any direction given by the police in relation to the parade.
